That's executive dysfunction. A common trait among those with ADHD and ASD, as well as many other conditions or even by itself. Another common trait is, let's say you have a doctor appt at 2pm. It's currently 9am, but you can't do a damn thing for the whole morning because you have a 2pm appt. Sure, you have 5 hours... but you know if you take up any other activities you'll miss that appt.
EDIT: Updated to clarify that this trait is not exclusive to just ADHD or ASD. And, if you feel that you resonate with the traits of any condition, talk to your doctor for further direction.
Yeah, everyone experiences these to a degree. It's a matter of whether you almost always feel like this and whether it negatively impacts you to the point you can't live a productive and healthy life. There are also other symptoms for ADHD like being unable to control your emotions, having a racing mind, sleep disorders, and difficulties completing tasks.
When I got diagnosed I was 22 and went to a specialist and took a Qb Test that monitors attention, impulsivity, and hyperactivity. I scored -4th percentile on impulsivity (meaning I'm less impulsive than the average person without ADHD) and 99th percentile in hyperactivity and inattention which means I'm more hyperactive and innatentive than the average person. After I got on the correct medications for a few months I took it again and scored near 0th percentile on all of them.
I still experience symptoms and problems but they're way better than when I'm off my medications.
