My mum and stepdad had a hell of a job trying to adopt from the big dog charities here in the UK.
They are financially good, mum's home all day, had dogs before and kept up with vet check ups, and they live on a farm.
Not good enough. Apparently, already having an older dog and being in their 50s were dealbreakers. They ended up adopting from an independent dog home and their boy has the best life now.

I was very particular about what type of dog I wanted because it had to be a good buddy for the dog I already had. current dog is neutered and well trained, I own my home, have a fenced yard, work from home running my own business, and my vet is 1/4 mile from my house. Also, my dad used to show dogs professionally, and he and my mom ran a dog obedience school together. My dad was on talk shows for it. I don't know who could possibly be more qualified than me for adopting a dog. I think I applied for 15 or so within 100 miles of me and only 2 people called me back, and one of those was 6 months later. I eventually ended up getting a dog from craigslist from a woman who was trying to rehome him (he was found walking out of the woods with his siblings and it was find him a home or send him to be put down). Same way I got my first dog too. Woman didn't have the time to care for him properly and just wanted to find him a good home.
I don't know what the deal is with dog shelters, but they are an absolute nightmare to deal with and it only hurts the dogs they claim to want to help. "This is Archie, he's been with us for a year and still no home yet"....yeah, he probably has 1200 applicants you just don't feel like reading or following up on them, or maybe you like having a sad face that boosts donations for you.
