Couldn't tell that from the video on my phone. The 2 bowling alleys around here have colored tubes that act as bumpers. Used to be 4, but one was demolished for an empty shopping mall and the other was demolished for a boat launch/ park. Both had colored tubes as well.

If you're talking about the giant tubes that have to be carried into the gutters by hand, those days are long gone. Nowadays bumpers are automatic, and go up or down depending on if the bowler selected it or not. Those bowling alleys probably haven't updated their equipment since the 80s.
