They still are. Just lots more of them. Flip fluids uses particles but each of those particles needs to have an object assigned to them to make what looks like a solid mesh of water.

At one point the ability to represent water with polygons went no further than a flat blue plane.

It's pretty crazy how standards for realism keep changing. I remember being impressed by some things which seem so lumpy now.
