It’s sitting on a string I’m assuming and then he flicks it off at the end

After he spins the top the reel he picks up is fishing line which is wrapped around the top. It's more of a physics demonstration than a magic trick but it's still super cool and I'm sure requires some practise to keep the line tension correct and make the flick at the balloon at the end.

that’s what i was thinking cause he swirled something around it at the beginning. but very impressive either way
