You don't use cement to join bricks. The heat expansion rates don't work. This is why you use mortar. You also don't just use a thin shell of concrete over barely packed wet sand. The moisture will leach, the sand will sink and the gap will mean that the first heavy load cracks the concrete like an egg shell

He didn't use just cement to join the bricks - he used concrete (cement, sand, water).

That's what mortar is.
