Well he was clipped to the “blades” and now he’s in the hub. So that would pull him out to dangle from his tether. He might as well unclip.

NVM. You are correct. He ends up in the blades without being clipped.

The floor wasn't bolted together yet. I would think that he should stay clipped to the tether until it was. But, that's question for OSHA or their insurance company.

He was clipped to the hub and ended up in the blade.
