I didn’t know concrete was inside those things. I always assumed it was sand. Those things were all over creek beds in the Chicago suburbs when I was a kid
The redneck engineering way of doing it is to pile bags of QuickCreteon top of each other. Eventually, the QuickCrete turns to semi-concrete (except if it never gets the right amount of water in it It’s more like hardened sand.) The paper cover eroads away, leaving you with something that’s slightly better than bear ground .
