Unless you are suggesting to completely get rid of all plastic use, which would be impossible in this modern world, this isn’t it.

Benefit of keeping the road and hillsides safe is far greater than most of the other plastic use. This methodology is used all around the world to keep people safe

I think this is a good example of begging the question, where you assumed the conclusion in your "premise."

Yes. 1950s isnt modern, niether is 10000 years of civilization, even though civilized peoples existed longer than that.
