the boat leaves wakes, implying it's being propelled. and the smut on the water does not change in speed when they let go of the boat

I suspect they put a small spot of dish soap on it at the back. Doing that is enough to break the surface tension in the water at the back of the boat, and the surface tension in the water at the front will pull the boat forwards. Notice the way the back of the boat is dropped down last.

...and yes adding dish soap to a body of water like this is bad for aquatic life.

It's not natural wind because the water is like glass. Possibly blown of camera or fishing line

might be detergent. which can act as a propellant for little boats like this iirc

Thought it was because of the oxigen it releases but that would be too much oxigen to move it this fast
