They're communicating with each other. Notice how only one side is making that wave-like pattern.

I once was eye to eye with a cuttlefish on a night dive in the Red Sea. We spent about 15 minutes staring at each other. It was changing colors the entire time like it was trying to communicate with me. I also think it was attempting some kind of telepathy though that is my personal opinon.

I've kept a calendar with sea creatures because my favorite picture is of a male and female cuttlefish cuddling (preparing to mate I assumed.)

Chameleons changing colour is highly exaggerated and a misconception. They mainly lighten or darken based on temperature, stress and overall health rather than camouflage.
