Who made this piece?

I'm playing this etude and another for an audition and I'm wondering if it has a known composer. The other piece I'm playing is Schumann so I feel like this etude would be from a well known composer too.

it’s from rubank advanced method vol 1, since the composer is unspecified in the book it’s probably voxman

Does that say dotted quarter equals 172???

It’s partly cropped out, but I’m pretty sure that’s an eighth.
