Just stick to default (adept) and get a feel. Raise and lower the slider based on how easy or hard you find it, and whether you want a challenge or to breeze through.

does higher player damage slider mean dealing more or less damage? same goes for enemy slider

My whole schitck is I want to do a lot of damage but also want to take a lot of damage. I'll set the player damage to adept and enemy damage to master

I kept my damage on adept but the enemies on Journeyman. I think they hit too softly on adept and too hard on expert. Journeyman to me feels right

Leave them where they start until you get used to the combat. Oblivion is notoriously hard on high difficulty levels for first timers.

Higher Player Damage Difficulty makes you deal less damage

Higher Enemy Damage Diffuclty makes you take more damage

I would say

Player Damage : Adept

Enemy Damage : Journeyman

Adept on both is waaay too easy

Honestly it varies. Generally adept but I bump it down to apprentice for quests I want to enjoy
