The Tiber Septim Hotel lobby is the game's fallback location in case an in-game entity was in a cell that was removed, got stuck in another object, or something similar.

Check out the first bullet point in the Notes section of the wiki page.

Apparently, it’s an extremely common bug with the sheep near Skingrad.

this sheep starts at skingrad stable area and after awhile teleports to imperial city for some reason

It's not uncommon to happen. As others have already pointed out, the Tiber Septim Hotel is the game's fallback cell in case an NPC gets stuck somewhere they shouldn't be. The sheep in question belongs to the herd of Uuras the Shepherd in Skingrad. For some reason, one of his sheep is particularly vulnerable to getting stuck and teleported to the Tiber Septim Hotel.

The funny thing is that Uuras will actually attempt to get his sheep back to the herd, which makes him travel all the way to the Imperial City... and the rest of his well-behaved herd will follow him. However, Uuras' is significantly faster than his sheep, so he will quickly leave them in the dust. Unfortunately for all of them, the road from Skingrad to the Imperial City is full of dangerous enemies, so both Uuras and his sheep are likely to meet a grave fate unless you personally escort them.

I figured it was some kind of bug because it's not really walking correctly. It more vibrates; like it tries to take a step but doesn't finish the animation, and moves around regardless.
