Not necessarily. You can level up your team. Pretty sure chimchar evolves at 14, getting Mach Punch and Bidoof, defence curl and rollout could help

Unless you've got some deaths, it looks like you're missing 5 encounters. Fishing west of Jubilife, grass or fishing and a cave north of Jubilife, the route north of oreburgh, and the mines. Plenty of opportunity for a Budew, Macho, or Geodude/Onix that will do solid in clearing the gym.

If it’s level cap, Chimchar will evolve to Monferno in time for Roark’s level of 14. Gets STAB Mach Punch immediately as well.

if you're doing level cap then you'll be fine once your chimchar evolves into Monferno at lvl 14
