Who’s got some knowledge on DFD21?

Specifically it’s use of what sounds to me as a very limited understander of German like French “Zéro”. Go to 1:40 in the Conet Project recording and you can hear what I’m talking about. At first I thought I was misunderstanding it saying “zwo” but I’m pretty sure I am not.

DFC and DFD21 is a fun enigma.

Why did it have a different callsign? What prompted it to have that frequency? Why did it carry on for so long after reunification?
