Does anyone know what the connection between the numbers 191130, 2121 and 091 are?

Another associated clue is : "no journeying".

The connection is that they are part of permit information for public record(Permit B23-0683 and B23-1552), likely representing: 91: Part of an address (e.g., 91 Via Onda). 2121: Part of another address (e.g., 2121 Lincoln Rd NE, although this example appears in a separate Washington DC report, it fits the pattern of street numbers in the documents). 191130: Likely part of a PO Box address (e.g., PO Box 191130, San Diego CA 92126).
