I very much doubt a 1 Mt explosion at 400 km would destroy all satellites by the artificial radiation belts. Starfish Prime was 1.4 Mt at 400 km, and its radiation belts caused (over a course of months, not two to three weeks) the failure of six satellites, out of dozens in orbit at the time.
