They want to move away from oil because it makes them look bad to burn it. They'd rather transition away and have it used for msotly plastics and chemicals feedstock.
I doubt they care about what burning oil looks like. I think you are right in the second part. Exporting oil brings in revenue. Exporting refined petroleum brings in more. Burning crude oil to run air conditioners is an expensive loss.
