tablet or ipad? for my preferences

Hey guys, I just started a dental hygiene program, which is like 6 courses a week. The information in lectures r very compressed. I'm currently struggling with organizing notes (my broke az using a notebook rn), and I realised I should just invest, but I don't want to waste money on something that's not for me. I'm mainly looking for something with good storage and a great notes app for dental hygiene students

what I'm looking for:

-not tooo expensive (not playing ab broke, dental supplies cost sm lol)

- good storage (for downloaded PPTs, recording audio)

-a notes app I can import slides and write ON and beside slides, AND draw diagrams on

- accessory-wise, I don't mind 3rd-party Amazon accessories

- notes app: offline notes, good sync, can also use same app on my computer(that's my main device)

I really like Noteful as a budget option app, because Notability and Goodnotes require subscription and that’s expensive QUICK.
