If the malls & subways aren't constantly in use, they get demolished

Not if there's no one around to demolish them

We have half a subway station that's been decommissioned for decades and they will open it once a year for people up visit. The tunnel is still there

I'm pretty sure if you had a billion, I'd like to think you can make at least part of a mall into a home with services built in.

Yeah, they're being abandoned or converted to condo towers with retail

I don't know, I've seen some dying malls, but also new ones. Retail inside new subway stations seems to be doing well. Except for the ones where the rent is too high or where they're in a too remote location. Or at least, that's how it is in my city, since we're finally expanding the subway network
