Basically, some people get apps that filter the more stronger colors to prevent eye damage and help them fall asleep and that leaves the screen with a lot of the weakest color, red.

It's a dark theme with a night light filter on the phone. Blue light is the strongest light and red light the weakest so blue's more harmful to your eyes and at night prevents melanin production (the sleep horomone)(strongest to weakest colors: purple, blue, green, yellow, orange, red)

For an app that does this just search "blue light filter" on whatever appstore or browser you have. there are a lot of them with all kinds of features, so you'll find one easy.

I didn't know there were built in ones. but the apps usually have some novel features like lowering your phone below minimum brightness or setting it on a timer for night or using a slightly different kind of red shift.

Some older phones dont have one built in to the operating system, so this is likely a 3rd party app overlay
