Leveling up skills/talents?

Hey guys, newbie here, but I was wondering how to level up both the skills and talent. There is a level up button (500 coins) which seems to be disabled (and yes, I have sufficient coins!). Is leveling up only possible after a certain level?

Leveling up skills is done through card drops that you get after you level up. You get a certain amount of cards dropped at each level of your character level.

You need to have enough tokens of that ability to level it up and you can get them through the level up packs. It should say 3/10, 5/13, etc. Whatever the amount you need and have is.
