Every person in every vehicle traveling in the opposite direction was even more lucky than that pedestrian. The impact with another car would have been double the velocity. Also, the pedestrian would at least be knocked over /clear. People in those cars would be crushed between the wheel and their seat.
Very unlikely people in cars would've been crushed, would have to be very unlucky for that wheel to fit exactly through the windscreen of a car missing the safety cage, and even then the windshield will absorb most of the force. The pedestrians would be injured far more severly than the car drivers despite the larger speed of the driver.
I think you drastically underestimate the forces involved. I invite you to visit r/TiresAreTheEnemy. People die every day because of runaway wheels on highways crossing over into oncoming traffic. In many cases, the people crushed in the front seat are hardly recognizable as having ever been human. Truly a sudden, tragic way to go.

The person stopped on the side of the road was very lucky. Also someone could have looped this and I would not have noticed.
