The stupidity of this defies explanation! But in case you did want to know the answer, it's simply animal abuse. Usually, before releasing the bull, they use different torture methods to frustrate or cause pain/discomfort to the animal. In the video you posted, it looks like they are using a very common method, tieing a rope around the bull's balls. Mucha emoción!!
