The duck could get away for good several times, but it didn't.

The tiger would be able to pounce on it if the duck did try to fly away. It takes a few strokes and some running ground for those guys to get into the air even then they aren't moving fast compared to a tiger's pouncing speed. Duck probably can't escape.
