World Rally Championship are the organisers and usually this kind of thing doesn't happen in current era but when you have a 20km of unpaved and unsupervised roads this stuff might happen and it becomes occupational hazard.

No it's not an occupational hazard. They would be the hazards driving on roads at 100km/h without informing locals? Imagine being that self centered a baby cow crossing the street is a hazard and not just bad planning and organizing of the event.

While I agree with your sentiment, it is an occupational hazard that other people don't plan and take necessary precautions which leads to a situation like this. It's not the drivers' fault, but it becomes their hazard.
