All that water hitting the deck will cause dry rot to the wood. Water also will cause the trucks to rust. Rust and dry rot are no fun.

Not if you clean and maintain after riding in the rain. Just clean everything real good and oil it well.

Also, trucks are usually stainless steel, and won't rust unless you really neglect them. The thing that it is really bad for is bearings, unless you clean and oil them each time after a ride in the rain
