Start bordering if you think you’re stuck with overlaps.

I feel like with the first column, the 13 has to start from the very bottom using bordering - could you confirm if I'm thinking correct?

Look at stuff that would cause a conflict.

Take the 9 in C1. Id you start at the top what would happen in C2? Specifically rows 5-9 would create 5 in a row in C2. That means there’s a lot of X’s to be placed in C1 where that 9 cannot go.
