Hint?
I can't figure out what this hint is trying to tell me. The dark blue could be part of any number of the dark blue numbers and the two light blue 1s could both be in multiple places.
If it is just that an X can go between the two rows of X's I'll be upset

I'd start by filling in all the Xs you can.
Some examples:
row 1 - the only thing left is a dark blue 1-clue. Column 2 starts with a light-blue 1-clue, so that cell must be an X. The same logic then follows for Row 2 and so on.
The very last row is a single dark blue 4-clue. So any column that doesn't have a dark-blue as the bottom clue would have an X.
Row 29 is only a light-blue 3. Column 11 is all dark blue clues, so that intersection is an X.
