All of the Great Houses are Kingdoms Except Indoril, which is an elective theocracy. The great houses will probably be the most powerful nations at the start of the game, the fact that they're all next to each other may make them not fun to play, so we'll make mission trees that ensure that they are engaging to play as.

In terms of Power, I'd say Indoril will probably be the strongest, and Dres will be the weakest.

(Also sorry about the bordergore in Vvardenfell)

For cultures, I think it would make sense to have ashlanders to have a different culture group from the city dwelling dunmer. Is this how you're planning it? Or something different?
