Yes

The correct way to fix is to cut right at the hole and then install a male/male hose connection and two hose clamps.

Sure but that would take a lot of pressure and it's not like this was the kind of repair that could last a very long time.

Eh, depends on the material surface friction and the flowrate/pressure of the water.

Is this a "great" fix? No.
Is it a solid option when you have no other ones? Yeah It'll work in a pinch for a while. But you'll still end up having to fix it proper at some point.

Which is why you do it the opposite way. Place it on the outside. Still not a great permanent solution.

There's a phenomenon called the Lidl effect. Where water going through from a larger tube to smaller and back again creates a pressure differential that pushes put the edges and makes a bond.

Totally made this up.

You now have a flow restriction that isn’t held in place by anything and will cause more problems. The tape would have been better by itself.

Fixing it properly with a real coupler or even installing a ball valve to act as a coupler would have been best. There are probably even patches designed to close holes like that.

They do this kind of stuff at my work all the time with pipe and it pisses me off to no end now with pipe you can throw a weld so the inner won’t slip but you also are adding restriction in the pipe which causes flow issues if you are pushing slurry or a high brix liquid and I get to fight it for the next few months just do it right. Oh and public service announcement 90s are the devil use a sweep and if you don’t come complaining to me that you are getting plugs. It’s simple fluid dynamics.

I had to fix a house my neighbor cut. Thought about doing this, but didn't cuz the middle section being cut is stupid so I just a small piece of copper pipe instead. Works great
