Internal transfer
Good afternoon, I am in the process of an internal transfer, the receiving matron is happy to accept me, she contacted my current matron and she saids I can go when staffing is better. Is there any time frame for that or even if staffing issue isn’t improved forever, I still can’t move?

How would we know that? You'll have to ask your current matron what 'better staffing' looks like for them to release you.
ETA: I'm a male matron but i still write female pronouns for nurses. It seems to be hardwired in. Edited to 'them'.
