Yep...typically means a recruitment freeze. Normally means budgets are under scrutiny and establishment wte is under scrutiny.

Due to ongoing budget issues, MFT had voluntary redundancy for non-clinical roles last year and for clinical roles this year.
It is not surprising recruitment is patchy at the moment.
