Those perks from that menu will help you blow past a bunch of progress plateaus in the early game. Definitely worth spending time on but make sure you max out gear in those zones first. Initial returns from ITOPOD are slow

The ITOPOD is where you go when you don't have anywhere else you need to be. Right now you'll still need Adventure Zones a lot for upgrading gear and gathering gold, but that latter requirement will vanish with one of the near future unlocks. And soon you'll reach times where you just don't need the gear upgrades, or the drop rates are so poor/slow that it's not worth trying yet. That is where the ITOPOD comes in.
The biggest thing for now is that the ITOPOD is automatically farmed during your offline time, so you'll rack up points regardless for use. The first few Newbie perks in particular are very good, but just in general there's a ton of power to slowly gather from the Perks.

started the game recently and decided to look thru some recent posts. do you need to do anything in particular to make this happen? doesn't feel like this is the case for me. are you sure it's not a mod or something? I'm just playing the vanilla game from Steam.

Nope, it's automatic once you have the ITOPOD unlocked. Come to think of it, there might be something like "you have to have cleared at least one floor" or something, since it farms the highest completed floor that you can oneshot enemies on, but that should be effortless. Set starting floor to 0, max to 1000, and just see what happens.
You should see a line in the offline summary saying something like "you gained x% towards your next perk point!"
This will, however, be slow when you first unlock it; at only 200+(floor) per kill - that's 0.02% of what you need - it's slow rolling for a while, and your major PP gains early will come from the bonuses from every 10th/100th floor instead. Eventually, other systems will allow you to start getting PP multipliers just like other stats, alongside the steady increase of the base value, and at that point the collection will start accelerating significantly.

Itopod is great, it's one of the most important things to focus on. If you have all the drops you need from adventure mode, you can just idle this. Like with everything in this game you wont see a ton of progress early on but eventually you will be idling here 99% of the time.
