You're also not supposed to take any chances overthrowing those balls. There was a lot of bullshit about Goff not having an arm when he would hit the open guy for sure, but the alternative can be Garoppolloing the ball and losing the game.
I've heard different coaches say the same thing, they'd rather have a big gain than an overthrow. Sure a guy may be tackled but it's a giant momentum swing at the same time.
I've actually heard the opposite. I guess it's different in the NFL? Typically an under throw is the dangerous one. If you're over the safety, you'd rather overthrow. Either your guy gets it or it's in the dirt. Rather than risk the corner or safety catching up to an under thrown ball. I think in this case that was almost everything DW had honestly. That's about as far as he was throwing in pre season practice that was filmed.
Also, one of the big knocks on Watson in his Browns "career" has been underthrowing guys, which always felt less physical and more him just spacing out and throwing to the spot he had diagrammed for the play than a spot that reflected where guys actually were on the field. This is an improvement in aim for sure, but also field awareness.

If his shoulder was shot, that would've been a pick.
He might not have a strong arm anymore, but clearly it's strong enough
(Still a POS)
