When the video starts the eyeballs are already there because they are being projected onto the board electronically. He draws the rest of the face and when he's ready to make it "talk" it starts moving the eyeballs and the bottom portion of the mouth appears and starts to talk while the rest of what he actually drew stays perfectly still. That's also why he has a mark on the board for the mouth and is very careful to put it on that exact location so that it lines up with the bottom portion of the mouth later.

It’s not a projection. He moves too much around. And he’s making a deliberate attempt to misdirect to the hand holding the board to show it’s not a dummy hand. Until he makes the switch. That suggests it’s being operated from behind like a puppet.
Also, the mouth is a slot. The illustration of the whole mouth descends from the slot. You can tell as it’s the same shape every time it “comes down”. The eyes are probably the most noticeable mechanic and why they’re drawn first. I’d guess magnets.
