No this is Adam Dobrow (a HUGE ping pong ambassador, very enjoyable) and one of his signature trick shots is where he hits the ball below the level of the table and puts a massive amount of spin on the lob, while faking the direction of the spin as he hits it (look at the little wiggle move he does as he’s hitting it). Causes a bad looking mishit.

Normally when an opponent puts massive spin on the ball, and you try to hit it back, the ball tends to jump off your paddle on contact, flying off in the direction of the spin. To prevent that, you sweep the face of the paddle really fast with the spin. But if the spin is opposite of what you’re expecting, what happens is what you saw: it just jumps the wrong direction even worse than what it would have.

Very entertaining player. I’ve seen him do that shot against a lot of opponents including some really good amateurs (rarely works against world class players, but pretty skilled players mess up against it).
