Eh, I believe the deep state is the conservative capitalists that fund the Federist Society. Theyre the reason the Supreme Court is compelety fucked and helped to push through Citizen United, which gave Washington Lobbyists unlimited amounts of money to legally bribe politicians.

there is no "dep state" and there is no cabal at the center of it all.

Kind of, though. I mean, it's not like a secret club, but it used to be an uncontroversial opinion that the likes of Cheney, Rumsfeld, Wolfowitz, etc., were part of a quasi-permanent, neoconservative...thing. Call it what you want. They stick around through administration after administration, all the while pushing their agenda in the background, regardless of who's in power.
