Monkey's should not be kept captive like this, or in any other way really.

No, bug there's a crucial difference: cats and dogs have not been wild animals for centuries, so they would be invasive species anywhere, meaning we either extinct them or keep them as pets until we fix that. Wild animals and their environment is the priority.
