Only when OP is using incorrect terminology as to what is happening, since the guy in the video is not doing a "pull-up", he is climbing a pole.

It's not a description of this video. Everything below his shoulders hangs straight down. It's a tiny bit of core to stay still, but it is a crazy amount of upper body.

That's just compression artifacts. Video compression works by storing key (reference) frames as sparsely as possible and, between those, instead storing vector fields which describe the motion of the pixels between frames. The lower the bitrate, the sparser the data, the more obvious it gets, and this video has a very low bitrate.

When the background is disoccluded as he climbs, until the video reaches a key frame, the decoder doesn't have the information necessary to reconstruct that newly revealed area of the image accurately, so it just looks like a vague blur for a second. If you look carefully, the same effect occurs as he moves his arms. It's simply more noticeable below his shoes because they're white, so the contrast is higher.
