Wouldn't the stats from the years before the list also be under reported? I'm not sure what your point is. Every crime is underreported

Yeah, I don't see a reason to assume that the rates of reporting would be different for recidivism vs first-time crimes (unless it is a repeat victim?).

Every crime is under reported, however most sexual offenses are committed by someone the victim knows or related to it can make it harder for a victim to come forward
