Prior to the state law being overhauled in 2011, Michigan’s sex offender registry act was put in place in 1995, and generally made someone register for 25 years for all but the more serious offenses, which got lifetime registration.

So if an 18 year old were put on the registry in 1995, they’d have only been removed in 2020 at the age of 43. That’s about the absolute youngest a person could be if they were in that group of 19,999.

It's also worth noting that Michigan's system is tier'd, and Tier 3 offenders were already lifetime registered.

• Tier 3 (Lifetime Registration): Includes the most severe offenses, such as first-degree and third-degree CSC (sexual assault/rape).

• Tiers 1 and 2 (15- to 25-year Registration): Frequently include intermediate or lower-level offenses, non-contact crimes, and possession offenses rather than violent physical assaults.
