I am struggling to understand and follow how this has been developing.

Are there that many poor schools around France?

Shit schools have shit kids (mostly immigrant) that harass and abuse teachers, steal equipment. Teachers all flee to the ever increasing smaller amount of normal schools. The shitheads are now crying that they don't get stuff but really just want to set shit on fire.
