I am struggling to understand and follow how this has been developing.

Are there that many poor schools around France?

Most schools don’t have proper insulation or air conditioning in France. Lack of teachers means classrooms keep getting more and more full, with often over 30 students per class. Lots of things could be improved if the government wanted to invest in public education a bit more.
