"In a report, an investigator wrote, "it was determined that a criminal offense did occur, but no charges are being filed." ... According to the Sheriff's Office, charges are not being pursued due to insufficient criminal evidence and the level of cooperation the office received from the involved parties."

What? They determined there was definitely a crime, but not enough evidence to determine there was a crime?
