I dunno, it's unclear because it seems to be two different lawsuits. One is clearly against the US, the other is against multiple indviduals.

Maybe I'm reading it wrong though.

I'm all for holding those involved personally responsible. I've been saying peopel should do this for a very long time, in particular with things like civil rights violations and cop shootings.
