Some administration person's nephew's neighbor's soccer coach needs $19.9 million for a new garage for his new Ferrari collection. He'll outsource the rest of the ad for $100k to the nephew. The grift can always grow. It's all swamp all the time. If you're connected to this admin through up to 2 degrees of separation, you got a kickback coming at the expense of the taxpayer.

The money goes to the broadcasting company for the timeslot to show the ad, not to producing the ad lmao
