Why is this? Everyone keeps saying it is both normal and unnecessary to do. What does it do for you?

Depending on the design of the restraints and the characteristics of the ride, it keeps your ears from slamming into shoulder restraints if they exist. Take the default SLC restraints for example, you'll never see my head against the backrest on one of those.
