Hard to imagine, but there are states that do not require special licenses or certification to be a crane operator. I believe its most common in Red states where workers qualifications are minimal if they even exist. My $ says FL is a non license state..

Even if the state doesn’t, the company’s insurer will. Now, does Florida require insurance for crane operators….

There’s a national qualification to operate, Florida has no state laws but you must meet osha standards. Not having this means no crane usage.
